Wis. Workers Want Spokesman Fired For Prison Sex 'Joke'

A state workers union is calling for the termination of Steve Baas, who is the spokesman for Assembly Speaker John Gard.
Baas facetiously suggested in an e-mail that state union leaders would want to bargain for the right of prison officers to have sex with inmates.
'You will note from the attached article that Marty Biel (sic) and the state employee unions now demanding a new contract are the same folks who have successfully battled against making it a crime for prison guards to have sex with inmates. The issue seems very important to them. Perhaps we should send these contracts back and give Mr. Biel (sic) the opportunity to use the renegotiations as an opportunity to bargain to have the right to have sex with their inmates added as part of their fringe benefit package.' -- from WisPoliticis.com
The e-mail was apparently in light of recent Assembly committee hearings where a former inmate told legislators that sex-related incidents between prison officers and inmates are very common in the state's corrections facilities. Maria Ochs told legislators the fear of punishment prevents other female inmates from reporting officers who either demand sex or have sex with prisoners.

Baas sent the e-mail to all Assembly Republicans on Jan. 23.
'This is clearly just as inappropriate,' a statement from the union said. 'While John Gard has belatedly issued an apology to the union; neither John Gard, nor Steve Baas, has issued any type of apology or acknowledgment to the many victims of sexual assault. It is the opinion of this Local that the said apology is too little, too late.'
The union called the e-mail 'reprehensible, demeaning and inexcusable,' and said it reflects a pervasive anti-union and anti-state employee atmosphere.
Assembly Democratic Leader Jim Kreuser said recently that he hopes 'appropriate disciplinary action will be taken immediately.'
'This statement is incredibly offensive to many people, especially victims of sexual abuse, women in general and state employees,' Kreuser said. 'To devalue the hurt of sexual assault victims and suggest that many of our state employees would use their position of authority to commit sexual assault is simply outrageous.'
Gard said he's handled the issue, but he won't describe whether he disciplined Baas.
Currently in Wisconsin, prison officers can have sex with inmates because there's no law against it. Wisconsin is one of only four states that do not make it a crime for an officer to have sex with an inmate or others in the criminal justice system.
