New Iowa Prison Chief Hailed as 'One of the Gems'

Gary Maynard, an Oklahoma native who spent the past two years restoring confidence to a troubled prison system in South Carolina, was appointed by Gov. Tom Vilsack on March 14 as director of the Iowa Department of Corrections.
Maynard, 59, will fill a vacancy created last December after Vilsack fired W.L. 'Kip' Kautzky, who had repeatedly warned that state budget cuts were creating problems in the prison system. Iowa prisons are crowded with 8,500 inmates, plus another 25,000 offenders in community programs such as parole, probation and work-release.
'Gary Maynard is the right person to lead the Iowa Department of Corrections, and he comes to Iowa highly recommended,' Vilsack said in a statement. Before arriving in South Carolina, Maynard had been director of the Oklahoma Department of Corrections and adjutant general of the Oklahoma National Guard. He also had been a state prison warden.
State Sen. Cal Hobson, a Democrat who is president pro tem of the Oklahoma Senate, said last week that Maynard is 'one of the gems' among the nation's prison administrators.
'You are very lucky to get him. He is a very strong manager and he is also tough. He demands a lot of everybody, but no more than he demands of himself,' Hobson said.
Maynard assumed the South Carolina post in May 2001 after a prior director lost his job amid numerous allegations of sexual misconduct and corruption by Department of Corrections employees. One case focused on reports that inmate Susan Smith, serving two life terms for killing her children, had sex with two prison officers. Another involved allegations that officers allowed prisoners to have sex at the governor's residence.
Over the past two years, at least 20 former prison employees in South Carolina have been convicted on criminal charges involving sexual misconduct, drug offenses and other crimes.
One of Maynard's achievements in South Carolina was a morale-building program in which correctional officers shadowed the corrections director, allowing them to meet with the governor, legislators and other department heads to better understand the prison system and understand his philosophy, she said.
Maynard assumes his new post March 24 and must be confirmed by the Iowa Senate.
