On March 27, a judge approved an order for the sheriff and Orange County to pay $177,000 to a former jail inmate who said he was beaten repeatedly by deputies. A jury decided on the award the day before. Jurors found Sheriff Mike Carona personally liable for injuries Robert Carter sustained during the month he spent in jail in early 2000, because the sheriff allegedly failed to properly train and supervise his deputies. Carona declined to comment last week, but a spokesman for the department said the county plans to challenge the jury's verdict. Carter, 43, has permanently lost use of his right thumb, uses a cane and still suffers from stiffness in his jaw. He testified that he was repeatedly punched, kicked, pepper-sprayed and kneed in the groin. The 10 officers accused of attacking Carter were found not liable. Sheriff's officials said the jury should have absolved the sheriff after finding that the individual deputies were not liable. But some jurors said they thought the police internal-affairs investigation was not thorough. |
