| Investigation to Focus on Wash. Jail Officials' Conduct |

Police have been asked to investigate whether Snohomish County Jail officials appropriately handled complaints that the daughter of a jail supervisor was fondling and hugging male inmates. Several inmates complained in October that the 37-year-old woman, who worked as a jail cook, had grabbed their genitals, made unwanted advances and traded cigarettes for sexual favors, according to documents obtained under a public records request. One inmate told police the woman, who has not been arrested or charged with a crime, repeatedly rubbed her breasts against him and put her hands on his buttocks as she was pouring flour into a kettle of gravy he was stirring. Jail officials investigated the complaints internally and confronted the cook in late October. She denied the allegations but quit her job that day. The Everett Police Department later undertook a criminal investigation into the complaints of sexual misconduct. County prosecutors have not yet decided whether to charge the former jail cook. Records show the woman, whose mother is a lieutenant at the jail, was the subject of two previous internal investigations at the jail. Several co-workers and inmates expressed concerns in August that she appeared to be having inappropriate relationships with inmates. Susan Neely, public safety director in the Snohomish County Executive's Office, said she asked police earlier this month to conduct an independent investigation after she reviewed internal records. She said there were allegations that inmates who complained about the cook suffered retaliation and that the cook's mother may have interfered in the case, charges that jail officials deny. 'I had questions,' Neely said. 'I felt that someone other than a county employee really needed to look at this and ask did we follow our procedures and if not, why not?' Everett police spokesman Boyd Bryant said last week it was premature to comment on the details of any jail investigation. Jail officials maintain their staff handled the situation appropriately. Snohomish County Corrections Department Director Andrea Bynum wrote that the jail investigated the complaints with 'absolutely no involvement' from the cook's mother. |
