| Conn. Correction Chief Names Two Deputies |

Correction Commissioner Theresa Lantz has named two new deputy commissioners to join her management team, and has increased the responsibilities of women in the state's prison system. She appointed Brian K. Murphy, lead warden of the MacDougall-Walker Correctional Institution, and Carol Salsbury, director of fiscal services, as deputy commissioners. Murphy, who has 21 years with the agency, will oversee operations. Salsbury, who has been with state government since 1970, will be responsible for administration. Additionally, Mary Johnson, warden of the Manson Youth Institution, has been named director of programs and treatment, and Dennis Jones, warden of the Willard-Cybulski Correctional Institution, was appointed director of security. Johnson joined the department in 1985 after serving one year with Volunteers in Service to America at the Hartford Correctional Center. VISTA places individuals in community-based agencies to help find long-term solutions to the problems caused by urban and rural poverty. Jones began his career with the department in 1984. 'Commissioner Lantz surveyed the agency for a blend of experience and diversity, and she achieved that with this team,' said Brian Garnett, the agency's director of communications. The new appointments replace the department's four outgoing deputy commissioners and also mark a significant gender shift in the department's leadership. Lantz was the only woman on the management team of former Commissioner John J. Armstrong. Lantz replaced Deputy Commissioner Maria Houser. Houser, who was fired from the agency, filed a lawsuit alleging that Armstrong and Deputy Commissioners Jack Tokarz and Dennis C. Coyle sexually harassed her during meetings. She eventually settled with the state for $240,00 and a job with the state Department of Labor. Two groups of women last year filed lawsuits accusing correction officials of ignoring or mishandling sexual harassment complaints. Another difference between the management teams led by Armstrong and Lantz - Gov. John G. Rowland appointed Armstrong's deputy commissioners. |
