Drug Scheme Gets Inmate Two Additional Years

A former Belmont Correctional Institution prisoner pleaded guilty in Belmont County Common Pleas Court recently to masterminding a scheme to smuggle marijuana into the facility, receiving an additional two years on his current sentence. 
Charles Starkey, 27, who is now being held in the state prison in Lucasville, Ohio, pleaded guilty to a third-degree felony charge of illegal conveyance of drugs into a detention facility in exchange for having a third-degree felony charge of bribery dismissed from his February indictment. 
'I can't lie to you about (anything),'' Starkey said, apologizing and taking full responsibility for his actions. 
A sentence for domestic violence and attempted arson was scheduled to be concluded in June, prompting Starkey to ask to be immediately sentenced by Judge John Solovan. 
The charges stemmed from a June 1 incident at the prison near St. Clairsville in which Starkey and Jennifer Richards, 27, of Columbus, allegedly gave more than $500 to a prison employee to sneak a bag of marijuana to Starkey. Richards has been charged with illegal conveyance, bribery and forgery and is free on $2,500 bond. Her trial is set for July 8. 
The prison employee, Darren Dombroski, 30, was convicted in Belmont County's Western Division Court in February of dereliction of duty and was ordered to perform 200 hours of community service within two years. Dombroski resigned his position of activities therapist and agreed to help in the investigation of the matter. 
Also indicted were Donald E. McCabe, 29, an inmate at the prison, and Mandie Nester, 25, of Columbus. Both are facing third-degree felony charges of illegal conveyance of drugs on to the grounds of a detention facility, which is punishable by up to five years in prison. Nester is free on her own recognizance. 
'The prison takes this as a very serious matter,'' said Belmont County Assistant Prosecutor Helen Yonak. 'Other cases are on their way (to court). The prison thinks smuggling drugs into the prison is a very serious problem.''
