| Ill. Grand Jury to Probe Inmates' Claims |

A grand jury will investigate Cook County jail inmates' claims of mistreatment by officers - allegations that prompted the lockup's former director to withdraw as Gov. Rod Blagojevich's nominee to head the state prison system. Chief Criminal Judge Paul Biebel Jr. said Friday a grand jury seated in early March would focus on the jail issue. 'I will be working with them to determine how this will proceed,' he said. The move came two months after newspaper reports said inmates in two maximum-security wings of the jail had been beaten by officers in 1999 and 2000. Two other investigations also are under way. Federal prosecutors are investigating the Cook County Sheriff's Department for alleged civil rights violations concerning a February 1999 raid in which officers allegedly beat dozens of inmates and conspired to cover up the rampage. Eight officers were subsequently disciplined. Also, the county state's attorney is investigating a July 2000 incident in which five inmates claim they were beaten and kicked by officers while they were handcuffed and shackled. The alleged brutality prompted the jail's former director, Ernesto Velasco, to withdraw in March as Blagojevich's pick to head Illinois prisons. Velasco has denied knowledge of the beatings. |
