An 18-year-old who says he was gang-raped in the Grant County, Ky., jail in February has sued jail and county officials and the five inmates who have been indicted on charges related to the case. The lawsuit, filed in U.S. District Court in Covington, said officials failed to properly supervise the jail and, more specifically, knew or should have known that the man would be attacked because similar attacks had been happening in that large cell. It asks for a jury trial and an award for damages. The Post is not naming the man because of the nature of the case. The five inmates were each indicted March 12 on charges of first-degree sodomy and fourth-degree assault. Kentucky State Police began investigating the case after jail officials contacted them and told them the victim had reported he was attacked inside the facility after his arrest on a traffic violation Feb. 13. The initial results of that investigation were presented to a grand jury, which returned indictments against the five inmates March 12. State police are continuing to investigate what role, if any, the jail staff had in the alleged attack, said Detective Donnie Mullikin. 'All we're doing right now is making sure there was no criminal activity by any of the staff,' he said. 'That information will be given to the grand jury next week and they'll make a decision.' State police have not uncovered any evidence of previous sexual attacks at the jail, he said. Named as defendants in the lawsuit are the jail, Jailer Steve Kellam, three deputies, an unknown number of unidentified staff members, the five prisoners, a jail nurse and the Grant County Fiscal Court. Kellam said he could not comment on the case in light of the lawsuit. |
