| Canadian Federal Officers to Turn in Riot Gear as Part of Contract Protest |

Hundreds of specially trained prison officers plan to turn in their riot gear Wednesday, a move designed to force Correctional Services to budge on contract negotiations that have dragged on for over a year. 'If you need intervention of a specialized team, then we will secure the institution and it will be up to management to call the police or to call the army,' said Sylvain Martel, national president of the Union of Canadian Correctional Officers. Martel says the pullout will occur at all but two of Canada's 51 federal prisons. There are worries the withdrawal could place prison staff and inmates in danger. 'I hope there would be a certain degree of bluff to this and if anything serious really happened that things would be all right,' said Graham Stewart, national director of the John Howard Society, which lobbies for prisoners' rights. 'To be pulling out a measure that's intended to ensure everyone's safety when in fact your own fellow officers would be left dealing with the issue strikes me as being a questionable tactic for union negotiations,' Stewart said from Ottawa. Martel said Tuesday it's no bluff. Union officials say officers submitted letters pulling their riot services as of May 28 as a 'wake-up call' to negotiators for Correctional Services and the Treasury Board. The union says it has seen virtually no movement during more than a year of bargaining. There are 549 people at Canada's 51 federal prisons trained and certified as members of emergency response teams. 'Be aware of the type of service we are providing to the employer free of charge,' Martel said from Ottawa, where talks were to continue all week. Some supervisors have received additional training to cope with disturbances and contingency plans are in place, but a spokeswoman for the Correctional Service of Canada doesn't expect that will be necessary. 'Management will continue to utilize and deploy staff members who are trained and qualified to perform specific tasks,' Michele Pilon-Santilli said from Montreal. 'Belonging to an emergency response team is not volunteer work,' she said. 'While correctional officers choose to join, they are trained at government expense and (paid) when they respond to an emergency.' Martel said the union's moves will escalate until a contract is signed, including the possibility of a work-to-rule campaign. 'We certainly don't want to compromise the security of staff, the security of the institution or the security of inmates,' he said. 'And we don't want to put the inmate population on our backs, so we will do mostly administrative things.' The 6,000 prison officers have been without a contract since May 31, 2002. The union is seeking major improvements to the pension plan for correctional officers who want to retire at 50 with at least 25 years of service, improvements to health and safety and for female officers to be able to stay home with pay while pregnant. |
