| Ill. Union Leader: More Officers Needed at State's Prisons |

The head of the state's largest union thinks that the governor's budget falls short in funding the Illinois Department of Corrections. Henry Bayer, executive director of the American Federation of State, County, and Municipal Employees Council 31, wants Gov. Rod Blagojevich's budget proposal to include $20 million more to hire 1,000 prison officers. 'It's going to be very difficult,' Bayer said about finding funding. But, 'with $20 million, if it phased in over the year, they could probably hire a thousand more staff than what they already have.' Bayer compared the danger of the legislature and governor not wanting to spend money on hiring more officers to the terrorist attacks of Sept. 11, 2001. 'It's like 9/11. Everybody said we can't spend money on airport security, it's too expensive,' he said. 'Then we had 9/11 and then everybody wanted to spend money on airport security.' 'If we had done something up front, maybe we wouldn't have 2,000 people dead today.' Bayer also said the reopening of prisons in Sheridan and in Hopkins Park would help lessen overcrowding. 'They've got these beds at these other facilities that they should re-open,' he said. A recent audit of the state's prisons showed that the facilities housed 10,468 more inmates than they were built to hold. Blagojevich has said that he wants to re-open the Sheridan facility as a drug treatment and rehabilitation center. However, he has suspended the opening of the Hopkins Park prison. Although the governor's budget proposal doesn't include the hiring of additional prison officers, he did say that he wants $6 million to hire 60 parole agents. That money is part of the Chicago Democrat's 'operation spotlight' initiative intended to keep better tabs on inmates once they're released. Blagojevich also wants to eliminate middle management in corrections, which might free money to hire more front-line prison workers. Corrections took a hit last year when former Gov. George Ryan laid off almost 2,000 workers after battles with AFSCME on last year's budget negotiations. Ryan also closed prisons at Sheridan and Joliet and the Vienna Correction Center in Southern Illinois. He also shut down two work camps, a boot camp in Greene County and a youth prison at Valley View. |
