| Stage set for closing juvenile prison in Louisiana |

The oft-criticized Tallulah juvenile prison would shut its gates to young offenders in 18 months while lawmakers try to devise a better system of community-based programs to rehabilitate delinquents, under the latest compromise passed Thursday by the Louisiana State Senate. 'This sets the stage to put our efforts and energy to try to redirect the lives of young offenders,' said Sen. Donald Cravins, D-Arnaudville. 'This is a truly revolutionary step in the history of juvenile justice in Louisiana.' Nothing in the bill prompts immediate change in a system widely criticized for locking up too many nonviolent juvenile delinquents. Instead, the legislation sets up a framework for next year's governor and Legislature to consider taking bigger steps. The proposal creates a legislative commission to develop a plan for a new agency to oversee juvenile offenders, stripping that authority from the Department of Corrections. The new agency also could absorb parts of other departments that oversee troubled young people. Under the bill, various state boards would help devise plans for a juvenile system more focused on rehabilitation in nonsecure residential and day-treatment programs, which experts say are more effective at helping nonviolent offenders. Perhaps most significantly to critics of the Tallulah prison in rural northeast Louisiana -- who say the facility has demonstrated a pattern of inmate abuse -- the bill would require the prison be closed to juveniles by Dec. 31, 2004, although the measure includes language that could extend that date to May 31, 2005, if the governor decided more time is needed for the transition. Corrections officials have said the department needs time to move juveniles out of the prison without jeopardizing public safety or crowding other youth prisons. Once all the juveniles have left the Swanson Correctional Center for Youth-Madison Parish Unit, as the Tallulah site is formally called, the agency plans to use the buildings as an adult prison for young offenders who have been convicted in adult courts. Most of the major aspects of the plan to begin overhauling the state's juvenile justice system had been worked out a month ago by legislators, Gov. Foster's office, judges, juvenile advocates and the district attorneys. |
