Fulton County Sheriff Jackie Barrett had hoped her jail would bask in the glory of being recognized this week at a national conference as a top-tier correctional institution. Instead, she was hit with news of another escape, the second in six months. 'In terms of the timing, it's awful,' Barrett said Monday from Nashville. Late Monday night, Fulton County sheriff's deputies captured one of two inmates who escaped from the jail a day earlier. Marcus Boddie, 35, was apprehended without incident near Campbellton and Fairburn roads shortly after 11 p.m. A second inmate Durante Carter, 23, remains on the run. Two others, Jarvis Matthews, 24, and Willie Lee Mann, 23, were captured Sunday on the jail grounds. The four had squirmed through a ventilation shaft during the 4 a.m. feeding, slipped out a seventh-floor window and climbed to the ground on a rope made of bedsheets, said Fulton sheriff's spokesman Lt. Clarence Huber. Acting Chief Jailer Caudell Jones said the men jimmied locks. Barrett was in Nashville to accept the 'Triple Crown' from the National Sheriff's Association. The award signifies that the sheriff's department and jail have been accredited by the American Correctional Association, the National Commission on Correctional Healthcare and the Commission on Accreditation for Law Enforcement Agencies. Only 23 sheriff's departments nationwide have as strong an accreditation, and no others in Georgia do, Huber said. Barrett acknowledged that it has been a bad six months for the jail. One inmate escaped in December. In March, an escape attempt was foiled, not by alert officers but by the prisoner's inability to knock out a window. And in May, a newly arrested prisoner persuaded officers to let him go by claiming he was a victim of mistaken identity. The American Correctional Association didn't look at staffing when it accredited the jail this year, Barrett said. And she said the jail is clearly understaffed -- especially with cell doors on the maximum-security floor that inmates can jimmy open. The sheriff cut back on officers this year after the Fulton County Commission clipped her budget by $5 million. She linked the escapes to the cutbacks. 'We didn't start having this problem with escapes until this year,' Barrett said. 'We went 10 years without an escape.' The prisoners who escaped Sunday were able to do so because there was only one officer on the floor and one officer in the tower to watch 150 inmates in that section, Jones said. The officer on the floor was feeding the inmates when the four slipped into the ventilation shaft, the jailer said. Fulton Commission Chairman Mike Kenn disagrees that the security problems are due to a reduction in funding, said his spokeswoman, Susan Laccetti Meyers. Barrett 'has had a 40 percent increase in her budget since 1997, and she has a lot less inmates,' Meyers said. 'That tells us that money is not the issue. Management is.' The County Commission has hired a consultant who is analyzing whether the sheriff is mismanaging her $78 million budget. Barrett has hired her own consultant, primarily to examine staffing. The reviews follow reports that deputies have been injured by inmates who are able to derail cell doors and jimmy locks. Commissioner Bill Edwards said he hopes the consulting group, Community Safety Institute of DeSoto, Texas, will decide whether the commission needs to provide more funds for staff or whether Barrett needs to re-allocate staff. 'We do have a problem, obviously,' Edwards said. 'I'm not condemning Sheriff Barrett right now, because I don't have the facts to condemn her.' |
