A report from the Ventura County (Calif.) Grand Jury released June 17 concluded that a fund set up for jail inmates was managed appropriately. The Ventura County Grand Jury is a 19-member watchdog group that investigates county government, special districts, cities and other public agencies regarding such matters as fiscal management and efficiency of services. The Grand Jury visited all county jails and observed that the Ventura County Sheriff's Department maintained the Inmate Welfare Fund properly. The fund pays to educate, rehabilitate, counsel and assist indigent inmates while incarcerated. The money also pays for clothes and other essentials for indigent inmates when they are released. The money comes from surcharges from collect phone calls by inmates and from the operation of the inmate commissary. Recommendations by the Grand Jury focused on making minor changes to the policies and procedures of the Inmate Welfare Fund, such as taking minutes at committee meetings. |
