Knox County (Ky.) Jailer Preston Smith has filed a federal lawsuit contending the county Fiscal Court did not have the authority to take over the jail earlier in June. The decision followed the death of one inmate and escape of three others. Sheriff John Pickard was put in charge of the jail, which is being used as a holding facility until deputies can take prisoners to Clay County. Smith's lawsuit asks the court to return the jail in Barbourville to his stewardship and to award him monetary damages. The decision to close the jail followed the death of 37-year-old inmate Dawn Hoskins, who died after returning from a three-day furlough and after three inmates escaped. Hoskins' death is still under investigation. |
