Inmate Indicted for Allegedly Threatening Pres. Bush and Judge

A Texas prison inmate has been indicted by a federal grand jury for mailing threats against President George W. Bush and a federal judge, U.S. Attorney Michael Shelby said Tuesday. 
Thomas O. Morgan, 35, was charged in April 2002 with making threats against U.S. District Judge Melinda Harmon. An expanded indictment, returned Monday, charges him with 17 counts of mailing threatening communications, two counts of threatening the life of the president by mail and making a retaliatory death threat against Harmon. 
Harmon sentenced Morgan to 51 months in federal prison for possessing child pornography. His federal sentence will follow a 17-year state sentence he's now serving for sexual assault of a child in Harris County. 
According to the indictment, Morgan over a three-year period threatened to assault, sexually assault or murder Harmon. During that time, he sent at least 15 letters to Harmon threatening serious bodily injury or death, the indictment said. 
Some of those letters also were mailed to probation officers and Shelby. 
The indictment also alleges Morgan in February mailed two letters threatening to kill President Bush. 
Each of the 20 counts could be punished by a maximum of five years in federal prison and a $250,000 fine. 
Shelby said Morgan recently was returned to Houston after undergoing a court-ordered psychiatric evaluation at a Bureau of Prisons psychiatric facility in Springfield, Mo. 
Texas Department of Criminal Justice spokesman Larry Fitzgerald said Tuesday the state prison system screens inmate mail for terroristic threats, but if it is considered legal correspondence prison officials are prohibited by law from examining it.
