Nacogdoches County, Texas Commissioners took a significant step that could generate additional revenue. The court selected a new contractor to provide inmate telephone service. This is a highly competitive field that generates thousands of dollars for county governments explained Maurice Mascorro who was awarded the contract. First, you may be the person the inmate is calling. That means you're probably paying for the call. Mascorro said, "What we look for is a medium cost to the constituents that are paying the collect calls and not to overprice it and to pay a fair commission back to the county for that service." That's what concerns taxpayers who may not know anyone in jail. Infinity Networks, the company the SFA graduate owns offered almost a 60 % commission to the county for each call placed by inmates. That's much higher than all the other companies that wanted the contract said Sheriff Thomas Kerss. "All other things being equal it really came down to just a matter of percentage in commission rates. The percentage of the rate offered by Infinity was extremely competitive." While Kerss never had a problem with the current phone service, there is concern by elected officials that the county didn't receive its fair share of the commission. Mascorro is aware the concern is present in the inmate phone service industry. "Over the years there's been some question as to whether or not people pay properly or not. Our view has always been our books are open. Come and look." When the revenue averages $3,000 per inmate county leaders are expected to keep close tabs. Infinity Networks plans to begin switching out equipment and have it up and running by January 1st. |
