Prisons Called Understaffed

A state analyst has found that the Connecticut Department of Correction is about 700 officers short of its staffing needs and that management is filling that gap almost exclusively by the use of expensive overtime.
The analyst found no evidence that public safety was at risk from the use of overtime workers but suggests the trend may be related to an increasing number of on-the-job injuries.
The report, which is scheduled to be reviewed today by the legislature's Program Review and Investigations Committee, shows that workers' compensation claims increased by 1 percent from 2001 to 2002 and by 2 percent from 2002 to 2003. The report does not detail the dollar value of the claims.
The report does show that, according to a formula developed by correction officials, the department should have about 4,700 custodial staff members, but is about 18 percent short of that figure, with roughly 3,990 staff members.
