Convicted Killer Accused of Threatening Supreme Court Justice in Conn.

An imprisoned killer mailed a threatening letter to the chief justice of the Connecticut Supreme Court in an effort to get a fellow inmate in trouble, police said. 
Frank Banks, 53, allegedly threatened the lives of Chief Justice William Sullivan and his family in a letter mailed from Garner Correctional Institution. He was arrested Wednesday on charges of harassment, threatening and breach of peace. 
Trooper Roger Beaupre, a Conn. state police spokesman, said the letter implied ''there would be fatal physical injuries'' to Sullivan and his family. 
Banks is serving a 25-year-to-life sentence for killing a passenger on an Amtrak train and wounding two others in a 1980 shooting. 
It is not the first time he was charged with threatening a judge. In 1994 he was charged with mailing threatening letters to New London Superior Court Judge Seymour L. Hendel, who had sentenced him in the murder case. 
Police in that case said he demanded $1,000 from Hendel and threatened that a motorcycle gang would kill him. Banks was convicted of first-degree harassment. 
In the most recent case, police say, Banks signed another inmate's name to the letter. Police do not believe Sullivan's life was ever in danger. 
''The primary focus for the letter itself was to incriminate another inmate,'' Beaupre said. 
Police are unsure why Banks would want to get the inmate in trouble. 
Banks was arraigned in Hartford Superior Court. He remains in state custody in Newtown. 
A 24-year-old Providence, R.I., woman, Diane Calise, was killed in the Amtrak shooting. An Amtrak police officer and a ticket-taker were wounded in the attack.
