Cook County authorities have decided not to prosecute jail officers accused of beating and kicking handcuffed prisoners during an altercation in July 2000. State's Attorney Richard Devine announced the end of the county's investigation on Tuesday, saying there was insufficient evidence for charges. The county Sheriff's Department praised Devine's decision. 'We said the fight was a staged event by the inmates, who were looking to file a lawsuit and win money at taxpayer expense,' said Sally Daly, a spokeswoman for the department. Devine said his office will turn over its findings to the U.S. attorney's office. A spokesman for that office said an investigation into allegations of civil rights violations continues. The five inmates also will not be charged in the incident, which injured several officers at the county lockup. The county still faces lawsuits filed by several inmates and two former officers who testified that they were harassed for speaking out about the alleged abuse. |
