Wyoming Inmates Moved to Correctional Center in Colorado

Twenty-one Wyoming male inmates were moved recently to Kit Carson Correctional Center (KCCC) in Burlington, Colorado, as the Wyoming Department of Corrections (WDOC) continues to deal with lack of space in its own facilities.
Due to continually increasing housing needs, the WDOC secured a contract for an additional option for housing men. 'My staff and I are confident that Kit Carson is a secure and safe place for our Wyoming inmates,' said Director Judith Uphoff. 'Though I would prefer to have our inmates in-state, this is another good alternative placement for us at this time. The addition of another contract facility in Colorado will provide the department with additional flexibility to meet our needs.'
Two separate WDOC teams have toured the facility and are assured that KCCC is well run, secure and safe for Wyoming inmates. Although the facility experienced some typical start-up problems with staffing after its November 1998 opening, staffing and operations are now stable. With a new warden, Hoyt Brill, and deputy warden in place, staff turnover is down to 8%, staff is more experienced and the facility has experienced no major incidents in the past year.
Kit Carson Correctional Center opened in November 1998. It is privately owned by Corrections Corporation of America (CCA). The WDOC currently has inmates in two other privately owned facilities: 434 males in Crowley County Correctional Facility in Olney Springs, Colorado and 35 females in Central Oklahoma Correctional Facility in McLoud, Oklahoma. Those two facilities are operated by Dominion, Inc. The WDOC also has 72 inmates housed at Wallens Ridge State Prison in Big Stone Gap, Virginia, a prison owned and operated by the Virginia Department of Corrections.
Kit Carson, accredited by the American Correctional Association has a total capacity of 768 inmates. The current population includes 504 Colorado inmates and Kansas Department of Corrections has also recently begun to utilize the facility.
