Some 900 inmates will be pushed into jails already dangerously overcrowded as budget cuts force the shutdown of three prisons this summer, prompting fears that cons might be freed early to save space. 'These kinds of things are necessary to meet severe budget restrictions, which the Department of Correction as well as the other agencies are facing during these difficult fiscal times,'' said Swift spokesman James Borghesani. The prisons being closed are MCI-Shirley, MCI-Lancaster and the Southeastern Correctional Center in Bridgewater. The Shirley and Lancaster facilities are minimum-security prisons, holding mostly non-violent offenders convicted of crimes such as first-time drug offenses, drunken driving and white-collar crimes. They are both small facilities, holding about 300 prisoners total. The biggest of the three is the Southeastern Correctional Center in Bridgewater, a medium-security prison holding about 600 inmates. That prison was opened in 1976, again, as a result of overcrowding. But the hallmark of the prison is the Bridgewater Addiction Center, which is the state's main detoxification unit for alcohol and drug addictions. Justin Latini, the spokesman for the Department of Correction, said he didn't know how many inmates were currently being held there. He also said he didn't know what would happen to them, what would become of the detox programs or how the system would deal with the huge influx of new prisoners. 'There will be enough capacity,'' Latini insisted before admitting the prisons are already 'about 128 percent over capacity.'' Asked how the inmates would be housed, officials at the Department of Correction and the Executive Office of Public Safety said there is no plan but said no inmates would be released early. 'We'll make it work,'' Latini said. 'We don't release inmates early because of overcrowding.'' David Goggin, a senior aide to Secretary of Public Safety James P. Jajuga, said the closings would mean extra staff at other prisons - most of which have been understaffed for years. He said about 550 prison officers would be redeployed to other prisons, helping cut huge overtime costs and increase the safety at those facilities. |
