| Bill to Prohibit Out-of-State Inmates in Colorado's Private Prisons |

Colorado State Senator Penfield Tate recently introduced a bill that seeks to end the practice of private prisons housing non-Colorado inmates. Currently more than 500 prisoners from Kansas and Wyoming are housed in private prisons in Olney Springs and Burlington, despite the fact that out-of-state prisoners have caused disturbances in private facilities in the past. 'Operating a prison is a difficult task,' said Tate (a member of the legislature's Joint Budget Committee). 'It's challenging enough to safely and effectively manage Colorado's 16,000 inmates. We should not take on the added public safety risks associated with the operations of some of these for-profit facilities.' The Colorado Criminal Justice Reform Coalition applauds the bill, citing the public safety and fiscal concerns that are raised by the current practice of 'importing' prisoners. In addition to the costs to state and local law enforcement, courts which have private prisons within their jurisdiction must contend with increased workloads resulting from lawsuits filed by out-of-state prisoners and criminal charges filed against inmates who commit crimes within the prisons. 'Colorado should not serve as a safety valve for other states who have failed to plan for adequate prison space,' added Raher. The Colorado Criminal Justice Reform Coalition is a statewide network of over 80 organizations and faith communities who have united to seek reforms to the criminal justice system and advocate alternatives to incarceration.
