| N.Y.C. Announces Program Targeting Repeat Misdemeanor Offenders |

Saying chronic lawbreakers are responsible for a disproportionate amount of crime, New York City officials have unveiled a plan to crack down on the most notorious offenders. Operation Spotlight, announced May 21 by Mayor Michael Bloomberg, police and prosecutors, will ensure that when repeat offenders are arrested for misdemeanor crimes, their arrest histories are shared among the police, prosecutors, and the city's departments of correction and probation. Special courts will be established to track and to try cases of repeat misdemeanor offenses, which include drug offenses and turnstile jumping, as quickly as possible. City officials said repeat offenders could face as much as a year in jail, the maximum possible term for some of the minor offenses. Officials said about 28 percent of all non-felony cases in the city are committed by just 6 percent of defendants, most of whom have long crime histories and are repeatedly rearrested. |
