Conn. Juvenile Justice Bureau Is Closed

Connecticut Department of Children and Families Commissioner Kristine D. Ragaglia recently closed the agency's juvenile justice bureau and reassigned its director.
The shake-up comes with the state's two juvenile correctional centers under fire for alleged mismanagement and other problems.
Rudy Brooks, a 15-year DCF veteran, is leaving his post as director of the department's Office of Juvenile Justice and taking a newly created job as the agency's director of Intergovernmental and Community Relations.
Ragaglia said Brooks will play a pivotal role as the agency rolls out an expansion of community-based mental health care through its Connecticut KidCare initiative.
Brooks will be in charge of strengthening the agency's ties within the community, Ragaglia said. He will work with town officials, law enforcement, schools and private providers to improve services for children throughout the state.
The two troubled correctional centers - the Long Lane School for girls and the new $53 million Connecticut Juvenile Training School - are being placed under the oversight of DCF's Bureau of Behavioral Health, Medicine and Education. Ragaglia said the move reflects the agency's continuing efforts to provide better mental health and behavioral health care to kids in the juvenile justice system and all children in Connecticut.
DCF has come under fire lately for a host of problems at the training school and Long Lane. State police are investigating allegations that a supervisor at Long Lane sexually assaulted a young girl there and a teacher at the training school was recently fired for having sexual contact with a boy there.
