'Security Audit' Finds Lapses in Penn. County Jail

Inmates at the Bucks County Prison can find their way up to the roof and escape by climbing down a fence ''as easy as climbing down a ladder,'' according to a report containing dozens of grim findings about the state of security at the county's maximum-security prison.
In addition, the report found that the prison in Doylestown Township is unsanitary and the staff is ill trained to deal with emergencies. The prison's video monitoring capability is inadequate, the report said, and even some of the monitors that do exist aren't observed by the staff.
Those are among the findings in a 66-page report prepared for the Bucks County commissioners by Gary J. Hilton, a New Jersey corrections official who assessed conditions at the county prison this spring.
''Given the right set of circumstances, inmates could gain access to the roof in an escape episode,'' Hilton wrote in the report, submitted to the commissioners on May 23. ''Once on the roof, there is no detection system in place to alert security staff that someone is on the roof. This is a weak link inasmuch as the roof is part of the outer perimeter.''
Responding to the report, Commissioner Michael G. Fitzpatrick said, ''The Bucks County Correctional Facility is safe and secure. We're always looking to improve the facility. We're continuing to work on issues that have been brought to our attention.''
Fitzpatrick said it is likely the Bucks County Prison Advisory Board will discuss the report at the panel's meeting. Because the report covers sensitive security matters, Fitzpatrick said, the board probably would conduct the discussion in closed session with Warden Willis Morton and Kathleen Dominick, county chief operating officer.
Hilton, director of corrections in Monmouth County, spent 45 hours inspecting the 600-inmate Bucks prison and interviewing staff members. He was retained to prepare a ''security audit'' at Morton's recommendation. Morton was hired this spring to replace Warden J. Allen Nesbitt, who was fired after a series of security botches and scandals at the prison.
