Several thousand inmates in Lithuanian prisons have gone on a hunger strike to demand that authorities do more to stem the spread of the HIV and to improve prison conditions. Some 5,400 of 11,000 prisoners at the ex-Soviet Baltic republic's four largest prisons refused meals, said Juozas Adomaitis, deputy director of the Alytus prison, which houses some of Lithuania's most dangerous convicts. Adomaitis said inmates have threatened to refuse food until their demands are met. He said the atmosphere was calm and officials were talking with the strikers, whose other complaints included overcrowding and unsatisfactory nutrition. Tensions rose two weeks ago after 232 of 1,727 prisoners at Alytus, 100 kilometers (60 miles) southwest of Vilnius, the capital, tested positive for HIV. The cases were detected during a random check at the high-security prison by the state-run AIDS Center, which blamed the high number on intravenous drug use and shared needles. The findings prompted testing at the other prisons, but so far no other HIV cases have been found, officials said. The results jolted Lithuania, which has for years claimed it had Europe's lowest HIV rate - with around 300 HIV cases on record before the prisoners were tested, or less than 0.1 percent of the 3.5 million population. The U.N. Program on HIV/AIDS said that Lithuania had under 500 carriers in 2000. |
