King County renews multi-year contract with BI for offender monitoring systems

SEATTLE—Nov. 16, 2009—The King County Division of Adult and Juvenile Detention selected BI Incorporated to provide offender monitoring technology to closely monitor adult and juvenile probationers released to community supervision. BI is the nation’s leading provider of offender supervision, treatment and training services, and has provided offender monitoring technology and support for King County since 1994; this new contract will extend through 2012.

Under terms of this award, BI will provide King County with the following technology and services:
  • BI HomeGuard® 200: This radio-frequency electronic monitoring system includes a tamper-resistant ankle bracelet installed on the offender, a receiver placed in the person’s home and a host monitoring computer. HomeGuard, the most widely used electronic monitoring technology in community corrections, ensures offenders adhere to court-ordered schedules and curfews.
  • BI HomeGuard 206: This electronic monitoring system incorporates cellular technology for offenders who do not have traditional phone service.
  • GuardWare® on the Web: In conjunction with HomeGuard 206, King County’s supervising officers will have access to a password-protected web site to directly maintain offender schedules and data.
  • BI GuardCenter®: Individuals referred to the Community Corrections Division’s electronic monitoring program are monitored via the GuardCenter, BI’s state-of-the-art national monitoring center staffed by monitoring specialists 24/7.
The King County Division of Adult and Juvenile Detention is segmented into five divisions: Administration, the King County Correctional Facility, the Regional Justice Center, Juvenile Detention and Community Corrections. The County Council created the Community Corrections Division in 2002 to reduce criminal justice costs while maintaining public safety. The Community Corrections Division administers the Work Education Release, Electronic Home Detention and Community Work Programs.
