| Judge can't prevent CO layoffs |

NEW JERSEY - Passaic County's top state judge ruled Tuesday he cannot block the layoffs of 40 county corrections officers because their union has not exhausted the proper administrative recourses with the state Department of Personnel. In a companion case, the judge decided he will continue to explore evidence on Friday as to whether the Sheriff's Department failed to give legally required 45-day layoff notices to 12 other corrections officers.
